The White Line thanks House leaders for advancing critical automatic emergency braking legislation

Road safety nonprofit says rare, negotiated bipartisan agreement marks major milestone for life-saving protections for pedestrians, cyclists, and other vulnerable road users

Boulder, Colorado /ENDURANCE SPORTSWIRE/ – The White Line today thanked leaders of the U.S. House Committee on Energy and Commerce for advancing the Magnus White and Safe Streets for Everyone Act (HR 7353) as part of a sweeping, heavily negotiated federal transportation and infrastructure package.

The legislation directs the Secretary of Transportation to amend existing automatic emergency braking (AEB) regulations to require detection of vulnerable road users (bicyclists, motorcyclists, and wheelchair users) in all new passenger vehicles under 10,000 lbs. On Thursday May 21, 2026, the House Transportation and Infrastructure Committee is scheduled to begin marking up the $580 billion, five-year surface transportation reauthorization legislation, which now includes HR 7353.

In a letter sent Wednesday, The White Line thanked Chairman Brett Guthrie, Ranking Member Frank Pallone Jr., and committee staff for working across party lines to reach a bipartisan compromise and include the legislation in the final package.

“We are deeply grateful to committee leadership and staff for recognizing the urgency of this issue and getting this legislation to the next stage,” said Jacqueline Claudia, Executive Director of The White Line. “Ultimately, lawmakers on both sides of the aisle came together around something bigger than politics: saving lives.”

The legislation is named in honor of Magnus White, a 17-year-old Team USA cyclist who was struck and killed by a driver while training for the Mountain Bike World Championships in 2023. Advocates say the type of AEB technology addressed in the bill already exists today and could help prevent countless fatal crashes involving cyclists, pedestrians, wheelchair users, motorcyclists, and others outside of vehicles.

The committee action marks a major milestone in a years-long advocacy effort led by Jill & Michael White, The White Line team, victims and their families, and roadway safety supporters across the country.

“It is incredibly meaningful that bipartisan leaders chose to move forward with protections for vulnerable road users as part of such a massive federal package,” Claudia continued. “We are a nonprofit organization, founded by grieving families, and yet through collaboration and persistence, this issue is now heading to the House floor. That should give people hope that meaningful, life-saving action is absolutely possible.”

The White Line will continue working with lawmakers, advocates, and families impacted by traffic violence as the legislation advances through the next phase of the legislative process.
